The NCLB Act established requirements for highly qualified teachers. Each state department of education was to have a plan to fulfill those requirements and each district was to meet them. However, if the system for building teachers remains unchanged mandating hours of credit and requirements does not necessarily produce highly qualified teachers. That is the premise of an article in the Nov/Dec 2007 issue of Edutopia. It explores how several innovative teacher preparation programs are re-inventing how they build a teacher.
