Helping Your State Gain Access to $5 Billion in Federal Incentive Fund Grants:   Teach for America (TFA) and Education Commission of the States (ECS) have just developed an Idea Paper designed to help states think about how they can maximize their share of the federal stimulus stabilization fund.
