A personal interview is a method used to identify students whose primary home langauge is other than English (PHLOTE). Upon enrollment, school staff members could conduct interviews with all students and their parents to determine whether a language other than English is spoken in the home or has had an influence on the student's language skills. The bilingual translator must have appropriate language skills or knowledge to conduct the interview effectively so all PHLOTE students are identified.
This resource is a sample form used at the school level to report primary home language other than English (PHLOTE) students and the method used in determining PHLOTE status. This form is to be completed by the school principal or designee to ensure all PHLOTE students are identified. It should be maintained at the district or school offices.
