Guideline:

The legal basis for providing equal educational opportunity to English language learner (ELL) students lies in federal law, precedent-setting U.S. Supreme Court cases, and federal rules and regulations. Such legal foundation requires districts receiving financial assistance to have programs aimed at teaching English to ELL students. Parents of ELL students have an option to enroll their child in a district's ELL program. Parents and their advocates should be aware of the nature of their district's program.
