Guideline:

It is incumbent on district and school leaders to learn what "in need of improvement" means and to understand its implications. The learning sequence involves understanding adequate yearly progress (AYP), knowing how a school is identified for improvement, being knowledgeable of what the school needs to do to improve, being aware of the consequences for not improving, and delivering state- and district-level support to such schools. These leaders must share information with staff members and the public to involve them effectively in the improvement process.

This link is to the U.S. Department of Education's non-regulatory guidance on local education agencies (LEAs) and school improvement. State, district, and local leaders should be familiar with this guidance so they are aware of their role in the school improvement process.
