Guideline:

As noted in the U.S. Department of Education's non-regulatory guidance on LEA and School Improvement, the state education agency has specific responsibilities in identifying schools and districts for corrective action. Regarding schools, the state education agency has a joint responsibility with the district to identify schools for corrective action. Likewise, the state education agency is responsible for identifying districts for corrective action. State educators need to be aware of these responsibilities and develop mechanisms by which they may be fulfilled.
