Guideline:

Parent, family, and community involvement with schools has been demonstrated to be an essential element of a successful school. Effective partnerships with supportive community organizations, government agencies, and local businesses can assist educators in creating a school climate conducive to learning.

State education agency staff members need to be aware of the state's responsibilities associated with the parental provisions of NCLB. These responsibilities, identified in the U.S. Department of Education's parental involvement non-regulatory guidance, include

  • "general responsibilities for parental involvement,
  • information dissemination and technical assistance,
  • progress reviews,
  • notification to parents of children in a district or school identified for improvement, corrective action, or restructuring, and

  • technical assistance to a district or school in need of improvement."

This link is to the U.S. Department of Education's Parental Involvement Non-Regulatory Guidance. State, district, and school leaders should be familiar with this guidance so they are aware of their role in parental involvement.
