Guideline:

Section 1119 of Title I of the No Child Left Behind (NCLB) Act contains provisions addressing the use of designated funds to support professional development. Other NCLB provisions address the qualifications for instructional staff members and paraprofessionals and notification requirements to parents about classroom staff member qualifications. State education agency staff members should be aware of these requirements.

NCLB includes provisions pertaining to teacher qualifications. This document summarizes the definition of "highly qualified" teachers as delineated in the Title I regulations addressing this subject and provides links to each state's information on highly qualified teachers.

This link is to a National Governors Association (NGA) report to improve teacher effectiveness. As noted at the NGA website, "the guide also provides concrete strategies states can use to implement the recommendations, such as supporting strong teacher and principal preparation programs, reforming licensure regulations and paying teachers and principals for the contributions they make toward improving student learning."
