It is incumbent on district and school leaders to learn what "in need of improvement" means and to understand its implication. The learning sequence involves understanding adequate yearly progress, knowing how a school is identified for improvement, being knowledgeable of what the school needs to do to improve, being aware of the consequences for not improving, and delivering state- and district-level support to such schools. These leaders must share information with staff members and the public to involve them effectively in the improvement process.
