Guideline: Project size, evaluation purpose and available resources will impact whether internal staff has the means to conduct the program evaluation or whether engaging an external evaluator is warranted. In selecting an evaluator give thought to the advantages/disadvantages of internal versus external evaluators. When considering an external evaluator it is important to know their experience as well as the cost of their services. Regardless of the path selected the evaluator should be part of the evaluation team comprised of applicable internal staff and stakeholders. Prior to proceeding with the evaluation the organization should determine the staffing approach that seems most suited for their needs and within the resources.
