The Program Evaluation KnowledgeBase : Element 3 : Activity 1 : Task 2: Match Message Content with Audience

Guideline: Developing the message content is an essential element of every communication strategy. The evaluation team needs to be cognizant of the message they deliver to their target audiences. The resources provided assist them with developing their message.

This document lists a number of different types of reports and suggests appropriate audiences for each report.

This U.S. Department of Transportation worksheet from the "It All Adds Up to Cleaner Air" website identifies specific primary and secondary audiences for a communications plan. It may be a useful example for educators.
