Professional learning programs should be evaluated in terms of their impact on improving student instruction. Systems should be developed to identify participants and track whether effective change is occurring in their classroom practices resulting in an improvement in student academic achievement. Adjustments to the professional learning program can be made based on the results of the evaluation process.
