Overview
The Mid-Continent Comprehensive Center (MC3) is one of a national network of 21 federally funded centers designed to assist state education agencies (SEAs) increase capacity to provide sustained support to districts and schools as they implement the Elementary and Secondary Education Act (ESEA). MC3 provides high quality research-based technical assistance (TA) to the SEAs of Arkansas, Kansas, Missouri, and Oklahoma.
MC3 builds SEA capacity by collaborating with SEA staff members, TA providers, and other partners to identify, broker, leverage, and deliver information resources and services. This enables SEAs to receive customized professional development and information on best practices and research-based improvement strategies.
The MC3 program objectives are to
- assist SEAs with interpreting guidelines and regulations related to ESEA and other federally funded programs;
- coordinate MC3 and SEA resources to deliver technology-based TA that supports implementation of ESEA and other federally funded programs; and
- provide professional development to SEA staff members to support their work with helping districts receiving federal funding, not making adequate yearly progress, or facing other performance related needs and challenges.
Key Organizational Components
MC3 has several components designed to maximize responsiveness and ensure technical assistance (TA) is relevant, useful, and of high quality.
State Coordinating Councils (SCCs): MC3's SCCs include members from each state education agency's leadership working with MC3 to identify state education agencies (SEA) priorities and tailor MC3's work to meet specific and changing needs. To maintain the flow of communication and plan TA services, each state's SCC meets regularly with MC3 staff members, partners, and collaborators. Click here to view a list of SCC members.
Embedded TA Liaisons: MC3 embeds a TA liaison within each SEA to facilitate networking, assist in identifying TA opportunities, and ensure MC3 services are targeted to specific SEA needs. They are teamed with MC3-based TA coordinators to design state work plans and broker human and financial resources within and outside MC3 to meet the SEA's needs. Each TA liaison and coordinator also serves as a content specialist for one or more areas critical to the ESEA Act.
MC3 Advisory Board: The nineteen-member MC3 Advisory Board is composed of educational and community stakeholders from every state in MC3's region. Members are appointed by each state's governor and commissioner/superintendent. MC3's Advisory Board meets annually to provide feedback and guidance for MC3's TA services and regional work plan.
