MC3 Work in Kansas

The Mid-Continent Comprehensive Center (MC3), in conjunction with each state education agency (SEA), develops an annual state work plan. The MC3 work plan for the Kansas State Department of Education (KSDE) addresses the following capacity building goals.

  • Increase KSDE’s capacity to provide quality professional development to the intermediary agencies, the Professional Learning Communities (PLCs), and other technical assistance (TA) teams on high quality instruction and closing the achievement gap as these group assists districts and schools.
  • Improve the quality of instruction at levels in schools to close the achievement gap.
  • Increase KSDE’s capacity to initiate and sustain effective high school reform throughout the state.
  • Increase KSDE’s capacity to provide a quality growth model of tracking student data and progress.
  • Increase KSDE’s capacity to support districts and schools as they implement the Multi-Tier System of Support (MTSS).
  • Build KSDE’s capacity to the percentage of highly qualified teachers within the state.
  • Increase KSDE’s capacity to support the leadership in program improvement districts and schools.
  • Increase KSDE’s capacity to support districts and schools in their efforts to increase parent and family involvement.
  • Increase KSDE’s capacity to improve the quality of restructuring of schools under NCLB.

The MC3 Kansas State Coordinating Council (SCC) requested technical assistance (TA) for English language learner (ELL) students to provide effective instructional strategies and professional development for select Kansas State Department of Education (KSDE) and Regional Service Center staff members to assist classroom teachers, ELL instructors, and ELL programs in meeting the needs of ELLs.  The MC3 TA team collaborated with the MC3 ELL and Migrant Education TA Coordinator Rosie García-Belina in developing a webinar series to meet this request.

Background:

The current context of grade-level standards-based reform has prioritized educational success for all students, including those with limited English proficiency who also have exceptional needs.  As members of our schools, ELLs have the right to participate in the educational programs offered to all students.  ELLs with exceptional needs fall within multiple educational programs; however, an over- or under-representation of these children in specific programs is found throughout the nation (Bedore & Peña, 2008).

Distinguishing between second language acquisition processes and possible learning disabilities is a complex task, as is the identification of outstanding talents.
