MC3 Work in Missouri
The Mid-Continent Comprehensive Center (MC3), in conjunction with each state education agency (SEA), develops an annual state work plan. The MC3 work plan for the Missouri Department Elementary and Secondary Education (DESE) addresses the following capacity building goals.
- Assist DESE in expanding its capacity to support districts and schools most in need of improvement.
- Increase DESE's capacity to provide high quality professional development by providing the necessary knowledge, skills, and tools to support increased student performance.
- Enhance DESE's capacity to support districts and schools in improving numeracy and literacy instruction for students in grades K-12 by providing professional development and support for implementation of scientifically and research based practices in middle and high school literacy and numeracy instruction based on evidence from reports, briefs, and products and services from social scientists, the content centers, and other providers in the national technical assistance network.
- Improve the quality of instruction at all levels of schools and in supplemental services.
- Enhances DESE's system of support to improve instruction for English language learners (ELLs).
- Build DESE's capacity to improve the quality of instruction at all levels in schools by providing professional development and support for implementation of the Missouri Intervention Model (MIM), a Response to Intervention (RtI) model.

MC3 staff members and MC3 Missouri State Coordinating Council (SCC) members met to review the Year 5 (2009-2010) MC3 Missouri Work Plan, share current status of work plan objectives, and elicit input from the SCC members to plan alignment of the work plan goals with the new Missouri Department of Elementary and Secondary Education (DESE) Commissioner's 4 goals. Those 4 goals are as follows:
- Missouri students will perform in the top quartile of all states as measured by the National Assessment of Educational Progress (NAEP).
- Missouri will provide quality, universal early childhood educational opportunity to all three and four year olds as measured by numbers of children served and a research-based kindergarten readiness assessment.
- Missouri will recruit, prepare, and support quality teachers and administrators as measured by the number of qualified professionals entering the profession, demonstrated mastery of skills and competencies, and research-based standards of excellence.
- DESE will improve departmental efficiency, operational effectiveness and relationships with external constituents as measured by management standards to be developed.
The MC3 Missouri Work Plan is a management document developed collaboratively over the past four years by MC3 and DESE to build DESE's capacity in supporting districts and schools to implement NCLB.
The MC3 Missouri SCC is composed of DESE leadership selected by the DESE Commissioner. MC3 leadership and staff members discussed the progress made since the March 2009 meeting, reviewed the upcoming activities outlined in the Work Plan, and identified emerging needs to be integrated into the Year 5 (2009-2010) MC3 Missouri Work Plan. There was also ample discussion among members of how to integrate the DESE Commissioner's goals into the work progressing in the MC3 Missouri Work Plan.
